History between KAATSU and Chinese Olympic Committee
Dr. Sato and Steven first met the scientists and researchers from China in 2010. The Chinese were initially interested because they had heard KAATSU was beneficial for diabetics (metabolic syndrome). They began to attend the annual KAATSU International Symposiums (mostly attended by Japanese and a few Chinese physicians and researchers).
The first Chinese researcher began her initial research in 2010 because China was forecasted to have the world's biggest population of diabetics. Then, Steven met another group of Chinese researchers at the 2012 KAATSU International Symposium at the University of Tokyo.
After some initial tests with 80 x Chinese subjects using the original KAATSU Master at Jilin University, they learned that KAATSU was also good for athletes. The first paper by the China Institute of Sport Science (CISS) was presented at the 2014 KAATSU International Symposium (see attached).

The individual who made the decision and announcement is Yu Zaiqing, the Vice Minister of the General Administration of Sport and the Chinese Olympic Committee Vice President. He is a KAATSU user.
The 2014 paper (Effects of KAATSU Training on Human Mitochondria-related Factors and Comprehensive Effects on Cardiovascular System) concludes that KAATSU produces improved cardiovascular endurance that leads to increased upper limb muscle effectiveness and speed endurance.
So while the Chinese understood and focused on the overall health benefits of KAATSU, they also realized and researched specific benefits for athletes.
Their tests have been lengthy and comprehensive. They have been studying and testing Delfi Portable Tourniquet System for Blood Flow Restriction, B Strong, and several other European and American BFR devices. Johnny Owens has promoted (i.e., tweeted) information about his visits to China during this process.
I do not know the criteria in which the Chinese ultimately made their final decision this March (internally decided), but the Chinese definitely understand the value and use of the KAATSU Cycle - something that few Americans or Europeans appreciate or understand. The Chinese, very importantly, never questioned Dr. Sato's recommendations of doing KAATSU Cycles before, during and after rehabilitation, workouts or competition.
In contrast, Americans have questioned the benefits of KAATSU Cycle and have always requested published research on the KAATSU Cycle modality. We think the difference between the Chinese and American approach was that the KAATSU Cycle has always been the most fundamental and important protocol of KAATSU - since 1973 - but that no American researchers considered the KAATSU Cycle as critical.
American researchers studied non-pneumatic devices, or they used a pneumatic device with only a standardized 160 mmHg on all experimental groups in their research, regardless of age, body type or vascular health. There was another group who used a fixed percentage of the user’s systolic mmHg while laying down with surgical tourniquets; Johnny Owens and his colleagues continue to use surgical occlusion tourniquets with 80% systolic pressure on legs and 50% on arms for all users, regardless of body type, age, or vascular health.
The Chinese Olympic Committee on March 4, 2019 issued the attached letter to Dr. Sato. It has taken months for the Chinese Olympic Committee to release the internal documents / announcement into Japanese and Chinese. The Chinese know that Steven’s presentations to the USOC and USA Swimming have been routinely dismissed (he told them such). The announcement reads as follows [note: it is our translation of the Japanese translation of the original Chinese]:

CISS will start its project to comprehensively incorporate KAATSU Training as a technological modality to support success at the 2020 Tokyo Olympic Games and the 2022 Beijing Olympic Games based on the world's most advanced IT strategy.* As part of the visionary plan to improve the overall health of the Chinese people, the Chinese Olympic Committee Strategic Center will serve as the hub to proactively incorporate the integration of KAATSU to each sporting discipline.

To answer your question as to what are the reasons why KAATSU is superior to Delfi, B Strong, Smart Cuffs, etc., I would answer as follows:
“3-S": Safety + Sustainability + Success
1. Safety. KAATSU was researched, tested and proven as cardiac rehab among 7,000 cardiac therapy patients (recovering from heart attacks, strokes, clots, heart bypass surgery) at the University of Tokyo Hospital and has been safely used by quadriplegics, heart attack survivors, TBI patients, comatose patients and other individuals with compromised health. This safety record is largely based on the KAATSU Cycle modality.
2. Sustainability. KAATSU can be done anywhere anytime by anyone easily, conveniently and simply so there is a high rate of compliance among users. Additionally, KAATSU can be done concurrently with any form of exercise, rehabilitation or movement.
3. Success. KAATSU protocols, when followed, have been shown to help individuals achieve a variety of goals: increased strength, speed, stamina, range of motion, or decreased pain relatively quickly, easily and conveniently. The success rate motivates users to continue.
